Housing Programs
The Red River Regional Council works toward the goal of providing a suitable and safe living environment for the residents of Region IV. The Regional Council has assisted local communities in securing and administering funds to benefit low and moderate income (LMI) residents in Region IV.
The housing activities of the Regional Council are governed by the Community Development Committee of the Regional Council. The Committee can carry out many different types of housing activities including rehabilitation of existing single and multi-family homes, development of new single or multi-family homes, demolition of sub-standard housing, purchase of flood insurance for homes located within the 100 year flood plain, lease and purchase of homes for families in substandard housing as well as buyout of substandard or flood and disaster damaged homes.
All homes assisted under these programs must be owned and occupied by low to moderate income persons.

- Housing rehabilitation in Drayton, ND
- Housing rehabilitation in Walsh County
- Management agreement for new single family construction in Grand Forks
- Housing rehabilitation in Grafton, ND
- Low-cost multi-family complex was built in Edinburg, ND
- Lease-to-own twin home built in Grafton, ND
- Housing rehabilitation in Pembina County
- Housing rehabilitation in Nelson County
- Historic buildings rehabilitated into forty-nine unit complex for senior citizens in Grafton, ND
- Housing Emergency Low Income Program provided emergency housing to those in need
