Hazard Mitigation Programs
Mitigation projects continue to be a focus of the Federal Emergency Management Agency (FEMA) under the direction of the Department of Homeland Security. The Red River Regional Council offers several hazard mitigation programs to assist individuals with in the Region, including:
- Acquisition and demolition projects of flood damaged homes so homeowners can be relocated to avoid future flooding and live in a safe environment;
- Assistance to local fire departments seeking grants for equipment, building and other needs;
- Pre-disaster mitigation plans, which typically involve drainage, elevation, buildings and flood-proofing buildings; and,
- Hazard mitigation strategic plans.

Projects
Pembina County named Project Impact Community
In 2000, Pembina County was named a Project Impact Community and was provided with seed money to make the county into a "disaster resistant community." Working with the communities in the county, the most important needs were identified and projects over the next two years were decided upon. The Economic Development Administration (EDA) awarded a grant to the Regional Council to administer the Project Impact funds and to coordinate all aspects of the pre-disaster mitigation projects, which included: education, early warning systems, generators, 911 signage, shelter improvements, infrastructure, improved GIS capabilities, construction of a model home, storm readiness, policies and procedures, building codes and zoning as well as promotion and administration of activities.
